Time to update in the news!

It's been a while since this section of the website has been updated, even though it sits on the home landing page of the website. 

- [ ] Start by contacting ACM EVP for any new ACM news, then move to the design stage.
- [x] Analyze ways to make the In the News section look better. In particular, we should limit the number of articles to 2-4, with an option to dynamically view the rest (in another page, or by dynamically expanding the area
- [ ] Once the dynamic design is completed, find a way for other committee news to be published on ACM Website - perhaps a unified google sheets with Image, Article Link, and Title
- [ ] Finally, dynamically parse this information when we run `npm run build`. Look at `officer-parser.mjs` to see how we do it for other pages.

- 3-4 articles shown when unexpanded, depending on screen size (laptops show 2 rows of 2, phones show 3 rows of 1, larger laptops show 1 row of 4)
- Button when clicked expands to show the latest 10 articles in total from the InTheNews tab of the ACM Website Data Hub spreadsheet or collapses to show 3-4 articles

## Implementation notes
- News are parsed from the InTheNews tab of this spreadsheet: ACM Website Data Hub (https://docs.google.com/spreadsheets/d/1FQx-R30xz4Og-qBffOKlFHPVHDsdNZFA1h1FmumT7Og/edit?gid=1743786444#gid=1743786444) by news-parser.mjs (follows implementation of officer-parser.mjs) and written into newsoutput.json which is read by pages/index.js and displayed on the home page
- The script for parsing news: node scripts/news-parser.mjs has been added as "nep" to the list of scripts that npm run build executes along with other parsers
- Since older news are at the top in the spreadsheet, **parsed news articles are reversed** client-side in index.js so that the more recent news are at the top when displayed in the home page
- Note that officer-parser.mjs reads from a different spreadsheet: Dev ACM Directory Reference (https://docs.google.com/spreadsheets/d/1-qx14c6smCjvvgAbKYO0oF17kwvbNIB_XskbOCUq3pM/edit?gid=419458241#gid=419458241), so the **ACM Website Data Hub spreadsheet ID was added to .env and needs to be added as an environment variable in the repository secrets on GitHub as well**
- Since ACM Website Data Hub is a new spreadsheet, in order for this to be parsed, acm-google-service-account@oceanic-hold-377104.iam.gserviceaccount.com has been given edit access to the spreadsheet
- During the first build attempt, the newest Cyber article entry failed to be parsed because its thumbnail photo link under the samueli.ucla.edu domain which was not one of the allowed domains in next.config.js. After adding samueli.ucla.edu to next.config.js build worked fine. Previous thumbnails were under the uclaacm.com domain which is listed in next.config.js. This means **ACM officers that add articles to the InTheNews tab in the future need to make sure that the thumbnail photo link is one of the domains listed in next.config.js** (lh3.googleusercontent.com, drive.google.com, teachla.uclaacm.com, icpc.uclaacm.com, photos.google.com, photos.app.goo.gl, www.uclaacm.com, www.acmcyber.com, etc.) otherwise npm run build will fail.

## Next steps

- In order for deployment to succeed, the spreadsheet ID for ACM Website Data Hub must be added as an env variable to GitHub
- The latest .env with the additional environment variable should be shared with the other Dev Team officers as well
- Currently ACM Cyber is the first to utilize the spreadsheet to add their news article to be shown on the ACM website which is good, we just need to spread awareness of this change so that the leadership teams of the other committees can use this as well
